As the senior IC classification authority, Gabbard's ODNI approval was the legal mechanism clearing records from CIA, NSA, DIA, NRO, and partner agencies for public release. A former Democratic congresswoman and 2020 presidential candidate who served in the Hawaii Army National Guard and deployed to Iraq, she joined the Republican Party in 2022 and was confirmed as DNI in January 2025.
