Historian and author who produced the most rigorous archival analysis of U.S. government UAP documentation ever published in 'UFOs and the National Security State' (2002, 2009). Trained as a Cold War historian with a focus on national security policy, Dolan approached UAP through declassified FOIA documents, government archives, and institutional records rather than witness testimony or speculation. His two-volume history documents a coherent institutional cover-up spanning the Truman through Clinton administrations. He coined the term 'breakaway civilization' to describe the hypothesis that a technologically superior secret civilization has emerged within the classified world. His work laid the analytical foundation that researchers including Leslie Kean and journalists covering AATIP drew on as context for understanding governmental UAP policy.
