Summary
The SOBEPS report documents the 1989-1991 Belgian UFO wave - one of the most thoroughly documented UAP events in history. During this period, thousands of witnesses reported large, silent, low-flying triangular craft over Belgium. The Belgian Air Force authorized an unprecedented civilian-military investigation, including the famous March 30, 1990 F-16 radar intercept in which two fighter jets locked radar on a target that performed acceleration maneuvers exceeding 40G - physically impossible for any known aircraft or human pilot. SOBEPS compiled over 2,600 witness reports and produced a two-volume scientific analysis in partnership with Belgian Air Force personnel. The investigation remains unique as one of the only official military investigations conducted openly with civilian scientific cooperation.
Significance
The Belgian UFO wave represents the gold standard for officially documented UAP cases. The F-16 radar data - authenticated by the Belgian Air Force Chief of Staff General Wilfried De Brouwer - recorded flight characteristics that remain unexplained by conventional aerospace. The SOBEPS investigation established a model for civilian-military UAP cooperation that no other government has replicated. De Brouwer's public press conference confirming the radar data constitutes one of the few instances of a sitting military commander officially acknowledging anomalous aerial phenomenon.
