Thomas Townsend Brown was an American physicist who, as a student in 1921, discovered that asymmetric capacitors generate thrust when charged to high voltage — a phenomenon he and professor Paul Alfred Biefeld named the Biefeld-Brown effect. His subsequent career combined formal Naval Research Laboratory work with independent electrogravitics research aimed at producing disc-shaped craft capable of flight without conventional propulsion. In 1952 he authored 'Project Winterhaven,' a classified proposal to the US Navy arguing that electrogravitic propulsion could power high-performance aircraft. His disc demonstrations in France in 1953-1955 were reportedly observed by French and American military personnel. He co-founded NICAP in 1956, the most scientifically serious civilian UAP research organization of the Cold War era. His patents on electrokinetic devices and his documented Navy research program make him the historical anchor of the electrogravitics lineage that would later resurface in AAWSAP-funded research under Hal Puthoff and Eric Davis.
