Retired U.S. Air Force Major General and MIT-trained aerospace engineer who commanded the Air Force Research Laboratory at Wright-Patterson AFB from 2011 to 2013 - the Department of Defense's largest scientific research center and the facility historically cited as the repository of recovered materials from the 1947 Roswell incident. Prior to AFRL command, he served as Director of Special Programs in the Office of the Under Secretary of Defense and as Executive Secretary of the Special Access Program Oversight Committee (SAPOC), giving him formal oversight authority over all U.S. Special Access Programs.
